>> a message four stories high. i'm ken bass city a. >> i'm dana king. after seeing what happened in san bruno, people want to know are their neighborhoods next. this map gives a general idea of the hundreds of miles of pipeline snaking underground. but two bay area cities found to have the highest risk pipelines want pg&e to tell them exactly where they are. joe vasquez on why pg&e says it can't do that. >> it's just red line. >> reporter: livermore mayor showed us. >> amanda: his fire department was able to skirt up. a pipeline underneath vineyards, it is about the only populated area nearby. accord to go a pg&e report from 2009 obtained by cbs5 the utility said it needed to fix this stretch of pipeline calling it the highest-risk pipeline in the bay area.

the livermore mayor says he was shocked, he asked pg&e for more specifics but never got an answer today. >> no doubt it's on the south end of the city and it doesn't impact as many people as it would in neighborhoods in san brown oh but by gosh i think our citizens deserve some information from pgee so we know what this means. >> what information have you got. >> the truth is nothing. accord to go the same paperwork they need to replace a four- mile section of pipeline 131 in fremont and call this the second highest risk pipeline in the bay area. the fire chief says he knows it fakes through but he couldn't get any more specifics from pg&e either. >> right now they can't tell us so they are under, i'm told, that because of the ongoing investigation by the national transportation safety board, they are being constrained from discussing the condition of their infrastructure right now. >> reporter: given what

happened in san brown oh state assemblyman jerry hill says it's time for a law forcing pg&e to make the most at risk pipelines public. they claim that in they divulge or disclose that information then it would be subject to terrorist activity or some problems with that. i don't agree with that. i think that here again the idea is transparency. people should nowhere those pipes are. >> reporter: ever since that explosion on thursday they have been capping this information, security for security reasons. they told a news group if you want to know if you're sitting on one of these peoples, you can ask them and they'll write you back. you can submit the answer in writing. this is slow for the city leaders, we're talking the livermore mayor who told me he found out about this high risk business by watching our newscast last night, spent the whole day today ken trying to find out details only to find out most of the pipeline runs right here thuy these vineyards. >> thank you joe, i heard the

same story in south san francisco. a 30" transmission line through that city is the exact same line, an extension of it, that blew up in san brown oh. and the public works director, the guy who runs the whole showdown there for south city, he still hasn't been told where things are? >> we have asked that they share this information with us so we can integrate it into our graphic information system or gis system, but they do not want to share that level of information with us. >> he says the utility company only revealed the location of the transmission line when the city was forced to replace a nearby sewer line. it snakes south through residential neighborhoods by schools and even neighborhoods. that pipeline runs underground here on antoinette lane. on this side of the street apartment complexes but on that side of the street just beyond that tree and underground that's the b.a.r.t. tunnel that runs from south san francisco to san brown oh. >> we did not know how large it

was. we were a bit surprised to find out it was a 30" diameter line. >> we talked about this a little bit last night, joe. those sections of pipe we're talking about actually rank in the top 100 highest-risk sections in pg&e's own 2007 capital summary report. these are the most critical ones, the ones that need to get fixed right away. >> reporter: as a matter of fact. and when we talk about risk it's worth repeating we talk about this too. ntsb says risk doesn't necessarily mean they found some damage to the pipeline. it could mean a variety of factors, the most important of which is it runs through a high population area. i was talking to a lady in fremont who said they went through the trouble of going to the library, her husband is a geologist. they found information that not only are they sitting on the that pipeline, they are sitting on the hay ward fault. they sold their house after they found that out. >> joe vasquez in livermore. >> moments after the explosion

a man grabbed his cell phone and started recording. walter mccaffery says the blast knocked him off his feet but after making sure his family was out of the house he called 911 and took the video with his phone. he wasn't the only one to call. robert liles on the confusion and frustration heard on the radio dispatch tapes. >> 72 engine 91, engine 34, battalion 5, truck 28, responding to an alarm with a plane crash san brown oh avenue. >> the firefighters train for the unimaginable. but never could they imagine this. >> initially we're thinking that a jet airplane went down from san francisco airport. when the second call came in, i personally was thinking itself might be a terrorist thing. >> reporter: surrounded by walls of fire 100 feet high it was hard to tell up from down. >> what is your location? >> i'm at wind trop and i can't

remember the other side of the street. i'm just northeast. we've got major heat, trying to move people out of these homes right now. >> reporter: and somebody said it was like they took a saturn 5 rocket and tipped it upside down at the blast off. >> reporter: a blast that took out the hydrant. >> stop that engine. we have no water at this hydrant. we need them to lead into us. >> reporter: that could only be done by air. >> this is cal fire is available to get a fly-over thing so we can see what we have. we have no idea. >> reporter: so pump per trucks and hoses stretched for blocks while neighbors became emergency workers. >> so what we did was asked citizens to drive people with second degree burns on hands and face to the hospital. >> the first structures burned in your branch, the number of injuries, the number of fatalities within 30 minutes. the return response

disheartening. >> 911, go interview, the structure fire with parties trapped inside the residence. >> the report she gave us is completely gone. >> as of tonight the ntsb is investigating why it took more than an hour and 40 minutes to shut off the gas main. while they investigate consider this the shut off valve is behind a fence about a mile from what is being called ground zero and the only way to stop the flow of gas was for a worker to manually turn the two valves. >> because that thing is so old. >> 1956 was its construction date and it has not been changed. >> hearing those tapes is so difficult but it's so important to help piece it together. >> not only to peels it together but to hopefully prevent this from happening going forward. >> robert liles, thank you. the coroner has identified a fourth victim now, 81-year- old elizabeth torres, she was home watching the football game on tv when the pipeline blue. torres lived with her daughter, one of her nine kids, her son

in law suffered severe burns trying to get her out of the house. torres is one of three people confirmed dead on clermont drive. mother and daughter jaclyn and gentleman necessary a greg live next door, still missing tonight are three members of the bullis family two doors down from the griggs. also killed was jessica morales whether was visiting her boyfriend's home on earl avenue right next to the blast site. the children from san brown oh baseball eagles were a part of ceremonies tonight at at&t park in honor of the blast victims. they donated $3 from every ticket sold at tonight's game to the recovery effort. they say they raised more than $100,000. for more information on how you can help, and there still is a need for help, latest on the investigation, you can log onto cbs5.com. in other news tonight one of the three american hikers jailed in iran is on her way home.
